[2020] After leaving rs on over night to download cache, and running around the map trying to force it to load, this is the result. Jagex?

There is an issue that we're trying to resolve which affects (some) players that recently have downloaded the game, not sure if that is the case for you. If so, I believe manually removing the cache (going to the folder) resolves it.
