Can you log out of it for someone else to log into theirs on the same computer? Or can you log out of it from one computer and log into it from a laptop while away from home?
and is there really as many problems with it as people have said there is?

Edit for clarity - 'yes' you can log out and somebody else play from the same device and 'yes' you can play away from home. Most people are using Jagex Accounts with no issues at all, there are some elements of confusion around (such as not realising logins change to the new Jagex Account login) but generally speaking 'no' there are not a lot of problems
