[2020] Wicked hood's altar teleport should not consume a charge if you're reasonably close to a Runecrafting altar

It's a bit annoying when you're trying to withdraw essence from a wicked hood and accidentally click the "Teleport latest" option. I know I'm not the only one who does this!

Therefore, I'm suggesting that the wicked hood should not consume a teleport charge when you're close to an altar. It's probably not too hard to implement given that Drakan's medallion has similar mechanics.

Alternative suggestion: add a warning dialog if you're trying to use a teleport with no essence in your inventory.
