FINAL EDIT: This issue has been solved thanks to /u/Darkimmortal , enabling Aero theme in Windows 7 seems to have solved the problem for now https://i.imgur.com/9xOjc5u.png . Hopefully this will help anyone who might have been suffering from similar performance related issues.

 

Today I noticed that there seems to be a severe difference in FPS depending on whether I have the game client on what Windows settings consider my primary and secondary monitor. Both of these values are from having the game client as the active window, meaning that the difference isn't a result of background fps settings. Both of the following screenshots are from the same angle in same location in game. Both monitors are set to 1920x1080 60hz.

As you can see, I'm getting almost double the FPS if I move my game client to what Windows considers my secondary monitor. I assumed that it might have been due to the differences in monitors so I decided to just switch it up from the settings. However, as soon as I changed the previously secondary monitor to be the primary monitor, the FPS in game got halved.

 

Until this day I was under the impression that my PC was just garbage/the game is unoptimized but this realization has left me confused. I'm no PC wizard so I really don't know what could be causing the issue. If anyone else has had similar problems with their game and FPS, please let me know if you found out any solutions. I'd love to have the game run this smoothly on both monitors.

 

Edit:

Both the monitors are able to reach the 160-180ish FPS threshold regardless of how they're connected but only if the monitor the game client is visible on is considered as secondary monitor within Windows display settings.

 

Edit 2:

Here are the results of a "test" under same conditions with League of Legends. There is no significant difference in FPS whether you run/display the game on the primary/secondary monitor, just typical fluctuation.

The red line in the screenshot is the separation point between my monitors. If I make my Runescape window the size of my desktop space but not "Fullscreen Windowed" and move it partially to my secondary monitor, the FPS increases to what it is when it's fully on the secondary monitor.

Do you have Aero/DWM disabled?

Can't remember if it's even possible on 7 (which I assume that is) but are your monitors set to different DPI?
