[2020] The Stronghold of Player Safety is still uncompletable, locking players out of a comp/MQC requirement

Even after a patch week with bugfixes, Jagex haven't addressed a piece of content which is uncompletable/unplayable. It's twice as bad that it's content which negatively affects new players as well as experienced ones.

For anyone that isn't familiar with the issue: to complete the Stay Safe achievement, you need to navigate the stronghold near Edgeville (with the c*ckroaches) by looting the chest on the bottom floor. To loot the chest, you need to do the exam (if you're above a certain age this is skipped) and then pull back the poster in the jail. However, the poster doesn't have an option to be pulled back anymore which is what 'unlocks' the chest. If you skip the poster step it will just tell you that the chest is locked.

I would have assumed an issue like this would be higher in priority since it can ruin a new player's experience (they are probably quite likely to go here early on) as well as being a blocker to an experienced player trying to get their MQC/Comp cape with no workaround (that I know of, at least).
