I just started playing a few weeks ago, and noticed on my new save that storage takes 0.2 to 0.4 power in idle. Why? Why does storage take power at all?

While on the subject of power, why do deactivated (or "stopped") devices take power? it's only .1, but still

Exactly this. The storage isn't just a stack of boxes in a hole, it's a fully automated, climate controlled robotic system designed to work with standardized modular packaging. Even when it's not currently receiving anything, it's maintaining a steady temperature and humidity, and maybe doing some internal reshuffling to optimize retrieval times.
