[2021] My brother doesnt have a way to link accounts if the game gets unninstalled he also cant change his name any help?

His account is most likely flagged as a minor/underaged account that is restricting certain features. The only way to change that would be via Customer support if he made a mistake when he first launched the game and put in his age.
