In the new content update, CG has revealed that they aren't backpedaling on Darth Vader's rework, but doubling down on it with a couple of minor buffs. These buffs, while small, are a pretty definitive statement on the future of Darth Vader: They know he's meta, and they want him to stay that way.

This seems pretty out of character for CG. Why, you may ask, would they let a F2P staple character beat galactic legends on offense? Wouldn't that undermine their hardline pay to win meta?

Short answer: No.

Long answer / My theory: When CG released the Galactic Legends, they had hoped that they would be used to counter each other. Rey would be left on defense, and Kylo would be saved to take her down on offense. This worked, for a little while. However, after CG buffed Kylo to grant him parity with Rey, there was an unintended side-effect. The meta stopped being about using both GLs to ensure a full clear, and turned into leaving both Rey and Kylo on defense to stop full clears.

Kylo and Rey were both too good on defense, and the offense couldn't keep up. This was negatively affecting GAC for everyone who had these characters. If CG was going to poke a hole in this strategy, they needed something that was pure offense. They needed a character whose viability shot through the roof on offense only, and could soft-counter GLs without becoming yet another brick wall on defense.

Enter Darth Vader. He's a character everybody already has, but few people have geared up, and who is, canonically, absolutely iconic. He also rules over a team that is criminally underpowered, and therefore undergeared.

The solution is simple: Buff Darth Vader with a strong offensive ability. CG sells a lot more gear, earns some brownie ponts with F2Ps, and pokes a hole in the GL wall without the risk of creating another one.

Admittedly, this theory isn't perfect. Kylo is still considered almost unbeatable even with Vader, but at least there is a hole now, and high level players are able to get further on offense than they were before.

So yes, he is supposed to beat Rey. And I see that as an absolute win.
