[2020] Rancor devour don't start on cooldown

Ok I'm tired of it and decided to do something, I came to complain on Reddit.

I have never, ever, in my 2 months history in this game, started a rancor raid where Devour was on cooldown. I'm being very true about it, never. What is wrong with my account?

Yes I have seen complaints about this but wtf this is not acceptable, i said that it NEVER started on cooldown to me.

(ps: on the second try, Devour starts on cooldown, but i have to lose someone in a first try before. This is not good for me because my guild is doing Heroic and I don't have one 7* to throw away.)
