[2021] Ghost''s Static jammer ability not working as described?

I've noticed this last week... The ability reads: The Ghost and target other ally gain stealth. Then, call target ally and two rebel allies to assist.

I usually end up using this ability with:

HT, Ghost, Phantom and Mil. Falcon present. I use the ability on HT, expecting:

1. HT to attack ("call target ally... to assist");
2. Mil. Falcon and Phantom II to attack ("call... two rebel allies to assist").

However, I'm consistently only getting the Phantom to assist, with MilF sitting idle, with no debuffs.
