[2022] Zero TM bug in fleet reinforcements

I've noticed this bug in fleet arena for a few weeks now but I am able to reliably reproduce it in the Executor Journey Guide event. When calling in reinforcements in fleet they will sometimes arrive with zero turn meter. I've only noticed this in executor mirrors in fleet arena but I noticed it in the Journey Guide today.

Fleet lineup is: Bossk, Razor Crest, IG to start. Call in Tie Bomber as first reinforcement and it always arrives with zero turn meter.
