[2020] Does the event ability actually work?

In Military Might, the event gives you the Counterwatch ability, which gives a Counter buff, 50% offence and a 50% chance to call assist when out of turn. But it also gives a 15% heal over time buff.

Now maybe I'm just being dumb but I've never ever seen the heal over time actually work. It doesn't seem to actually heal.
