[2021] JKL Stamina change bleeding into other modes?

So, JKL's leader ability text now states that he doesn't reduce speed if his Stamina is below 40% in Conquest. After two arena fights, where he didn't apply his speed reduction, I'm beginning to think that it was because his Stamina is below 40%.

These were against teams with no GL or JKL in them, so none of the other exclusions should apply.

Anyone else experiencing this?!
