That is correct! It was originally posted that the Bag of 200 FP-1 Stabilizers would be found on the Spoils of War vendor, but players can find this on the Conquest Gear Vendor instead. We split the currency conversions to their respective gear vendors. Bryant's original post  has been updated with this change to lessen the confusion on where to find this item.
