Hi Kissakias,
As mentioned in the following thread: Spoils of War Set Bonus items not working, our team is currently looking into it.
In the meantime, you can follow this workaround: If you have the set, mail it to another character. It will fill the setlist and unlock the Achievement. Which is also available in the known issues list: Game Update 6.2 - Known Issues.
As this thread is a duplicate of the one mentioned above, I will close it to avoid multiple threads concerning the same subject. I invite you to pursue the discussion in the other thread.
