Thanks for the reports regarding the inconsistency of the Debilitate/Dirty Kick Cooldown.
Our team is aware of this bug and is currently looking into it. I'll add it to the known issues list:

- The Operative "Debilitate" Ability and Scoundrel "Dirty Kick" Ability don't have the same Cooldown.
