Recover SHD Tech Caches in Battery Park New York for Goal Project.

I have all the SHD Tech Caches and still in the Goal Project it say's that I need to activate te SHD Tech Caches in Battery Park. But I already have all 5 of them.
Goal Projects say's I have 4 of 5.
Can anybody tell me what do I wrong?
