I've got a kill in each of the dark zone rogue and disvowed agents but it was on my lower lvl character that hasn't started the expansion could this be the reason 4 it not unlocking because it wasn't my main character

As long as you have taken down a rogue agent in each of the three Dark Zones, this should trigger the trophy, regardless of your character.
If you're having issues unlocking the trophy after meeting the conditions you will need to contact Playstation Support as trophies are a Playstation feature so we cannot force them to unlock if they aren't when they should normally once steps have been completed.
