Nvidia driver 452.06 (have tried latest 456.55 also, but that causes very frequent stuttering in-game in addition to this menu issue so have reverted the driver)
Repeatable... yes, have had it happen in four days of playing after 29 Sep update.

After playing for three or more consecutive hours, the in-game menu https://i.imgur.com/x7GH6BM.png
{screenshot provided for clarity of which menu is being discussed} becomes no longer accessible via keyboard or mouse. The inventory screen also becomes inaccessible.

Normally, I access the in-game menu via ESC key, but neither the ESC key nor the "I" key for inventory function respond during the bugged state.

Note that the season event screen such as "Shade League" and "SHD Exposed" remain accessible via the "Z" key even in this bugged condition; however, the screen has that distinctive bright yellow highlight, seen here https://i.imgur.com/I06sUI4.png

I can access the world map (bound to "B" key) and move normally (W, A, S, D); the inaccessibility is only for Inventory and in-game menu.

Once the bugged state ends several minutes later, any interaction screen will show skewed to the left; example of Skill screen https://i.imgur.com/ybeynDP.png
at Quartermaster and of inventory screen https://i.imgur.com/ZricIuX.png
. Other interactions which have this problem are any vendor screen, the Crafting station, the Recalibration station, the Specialization desk. These bugged versions happen in both New York and Washington DC versions of these interaction screens.
Note that the Bardon Schaeffer background, which normally is not visible in these interaction screens, is shown behind these bugged versions of the screens. The Bardon Schaeffer background is normally only in the Seasons menu.

One other note: I was one of the players who had the Manhunt video looping issue ~2 weeks ago.

In order to help the PROD team in investigating this we would like to know the following information:

Can you install the latest Nvidia Driver which is 456.71 in order to see if this issue is still occurring ?
Could you provide a DX diag ?
Can you verify the game files ?
