[2019] Sniper feel underwhelming in 4-players session

I've always been a fan of bolt action sniper, in solo session or 2 players at least i can kill red enemies or blue ones with 1 headshot with my sniper build (~250% headshot dmg) but when it's 4 players especially against elites, i can't even deplete the veteran enemies armor with 1 headshot using the bolt action rifle even though the damage is very high. meanwhile i feel like i can kill them easily with my secondary assault rifle or other guns with high RPM

is something wrong with my build?
