[2022] expertise bugs?

Noticed what appear to be some issues with expertise:

Is upgrading gear actually working? When I upgrade a weapon I immediately see an 1% increase in the dmg shown. When I upgrade a piece of armor I see no increase at all, even with multiple upgrades in a row! A 1% increase definitely should vsibly change to armor stat.

Using donate all doesn't seem to actually increase xp on some items, when I check the item before and after I see no change in current progress.

So something isn't working properly, is it just a display issue or another dreadful copy&paste accident?
