[2019] Damage to Elites NOT working on CERTAIN skills why?

I've always wondered why SOME skills get the benefit of DtE and others do not. I kind of feel this is a bug and NOT intended. Opinions?
I hope they make it work for ALL skills that do damage and not just certain skills.
