Are these dropping for you with proficiency boxes? i have leveled up quite a few times and have not been getting any keys. With the prior apparel event, they were dropping all the time. Thoughts?

completed the event collection almost entirely from level up caches as of Sunday, so yeah. It appears to be about a 70% chance so I would say you are just getting unlucky.
