Hi everyone, I have spent hour and hours searching the web for a solution to fix and save key bindings and settings. I
came across ,I know I am possibly way to late too report this problem but like I said ,I have spent the last 3 days searching wed for answers, uninstalling  the game and changing settings and going into game files but all to fail.
Then I came across this
 
1.   Select Start > Settings Update & Security > Windows Security > Virus & threat protection.
2.   Under Virus & threat protection settings, select Manage settings.
3.   Under Controlled folder access, select Manage Controlled folder access.
4.   Switch the Controlled folder access setting to On or Off
My controlled folder access setting was off, so I turned it on and started up Tom Clancy's Division 2 set up all my key bindings, close the game down and started it up again, guess what.
All key bind settings have been saved.
I just wish I found this on the forums and maybe I could have been spending quality time playing the game and not trying to make this part work.
