Since TU11 it's always there. Tried clearing the ! through the map (Projects tab), and the Project tables (WH inside and out/Haven/ NY etc).
It's more of a nuisance than anything. For example, when I get a call for help it doesn't come up there now and I have to go the SHD tab on the map to see if it's one I want to respond to.
