[2019] Viable Skill Builds

So I know skills are pretty underwhelming for the most part, but I have seen certain people claiming that they are using skills more effectively since the last patch. My question is.. what builds are being used that seem viable for challenging/heroic content. I understand that in almost every case DPS builds are better, but I am getting tired of playing CoD (Division 2).. I want to mix things up and try skills. If you could tell me what builds are working for you that would be awesome. Also if you don't want to take the time to type it out, but have a link to the build that would be great too.

Also, please only serious comments.. Like I said, I know skills aren't in a great spot right now.. No need to have several people saying skills suck go DPS.. I already know this.. Just looking for a bit of a change.
