In a future update, maybe just a 3rd toggle for the hood. Just for cosmetic reasons, you'd still have to equip the cloak to disguise. Or just fix it in general since it automatically un equips all the time (even during stealth).
Also cosmetic armor swapping like from Odyssey.

Thank you for sharing this feedback with us regarding the cloak / hood of Eivor's disguise, and wishing for it to be independently toggled rather than an exclusive feature of the disguise.
I have passed forward your feedback to the developers that you would like this to be an option for cosmetic reasons as well as a feature of the disguise. Should we receive an update regarding this, we'll be sure to update players here on the forums in threads such as yours, as it has been a feedback topic raised a few times now, and is already on the team's radar!
With regard to your second request - transmog was introduced into the game in title update 1.2.0! You can read more about it in the patch notes here.
