[2020] Coyote not dropping Mask

Can i get some advice? I did not play season 1 and only returned to the game mid season2 so i've never got coyote from the season pass. I have been farming JeffersonTradeCenter on challenge and heroic for days (a grand total of 48times as of now) but i can't get the mask to drop, which doesn't make mathematical sense. If the drop is 5% on challenging, within 20 runs i should get it but nop! Is it not in my loot pool? Is it a bug? Or do i have to wait for that mission to have allocated mask loot to play it?
