[2019] Anybody else having hard time collect keys?

I tried several methods but none are producing little fruit.

Bounty Hunting
Challenge and Hard Missions
Dark Zones Landmarks
Control Points
Random Activites but no keys

The only way so far is the Proficiency Caches (but only after 4 levels up) and the project.
