[2019] Trying to upgrade my chatterbox but tells me I'm missing the upgrade blueprint

Maybe I'm not understanding this correctly I can see the upgrade in the crafting station, it shows me having all the components I need to upgrade it, but when I try and upgrade it it tells me I'm missing the blueprint.
