[2019] I know this happened awhile ago, but seems to still be an issue

Has anyone else had an issue when levelling up an alt, Jefferson Plaza is not popping up on the map? Went to the castle, launched the Kelso cut scene and now it isn't on the map. Can't run strongholds because it is showing undiscovered mission.

Does anything happen if you travel there on foot and attempt to start the mission?
