Have tried logging in and out multiple times, tried switching to a alt, tried making a NEW alt, and yet nothing seems to work. Side quest is still on screen, "Search For Answers" at the white house is still on map, there seems to be no resolution here.
Are there any other things I can try to fix this or is it mega bugged? I never got to finish the Faye Lau keys missions during the manhunt. Would be really nice if we were able to recomplete legacy manhunts through an ingame selector.

Just to clarify the issue a bit, did you play during Season 9 and get to the 3rd Decryption key then stop playing during that season?
I'd like to get a bit of visual info from you as well. Can you take a screenshot of your mission list/quest list, and find the spot where Kelso would have been during Season 9 at this point in the progression? She's supposed to show up somewhere in the basement, but it's difficult to give exact directions. Take a screenshot of that area for me if you're able to find it!
If Kelso does not show up in the basement are you able to interact with her wherever she is for you?
Finally, are you actually able to progress the current seasonal manhunts?

Unfortunately we wont be able to see the photos you've posted, as those links are not accessible from the work computers we use.
You may need to shrink the scale of the images so that they will be small enough for you to attach directly.
