I dont know if its just me, but I seriously do NOT see why this is so difficult for the developers of this game to comprehend. Other games clearly get it, so I dont understand why this game and even Destiny cant seem to get it right. I play DC Universe Online and though that game has its issues as well (unbalanced powersets and P2W aspects) Ill give them credit where credit is due and thats their understanding for the concepts of raid matchmaking setups.

- You can run the raid in normal difficulty... or if you want a challenge, there is a ELITE difficulty version of certain raids, not all, but some... ALL the raids have matchmaking or you can build your own group through the World Chat (Yes, they have a WORLD chat)... and they have lower tiered versions of most of all the raids where the difficulty is lower, but the rewards are not the same.

Its literally the best concept for raids. Its near perfect. Then theres the Division, where just like Destiny, they have no matchmaking for the raid. I cant help but remember when years ago, Halo 3: ODST, came out with that new mutliplayer horde mode called Firefight... with no matchmaking. EVERYONE was confused. Even Destiny somewhat tried to accommodate the player base by adding a feature called Guided Games, where you can potentially get queued into Nightfalls or the Raid with a random clan or set group missing a few players. But here we are with the Division 2s raid where they are finally coming to their senses and realizing that there ARE players who need/want matchmaking. Theyre going to add it, yet if you choose to play that version of the raid, the new gear sets and the exotic AR will NOT drop from that version of the raid.

So...

I dont know if the Devs are simply trolling the player base asking for matchmaking because MM wasnt what that wanted to instill in their concept of the raid they created, but the decision has made me lose all faith in the developmental team. I seriously wonder what goes on in their meetings; Id love to be a fly in the wall listening in to their meetings about what they feel the player base wants. I already know the other half of the player base who support NO MM will say because you have to earn it, or find a clan, get good or any other statement that they usually say, but this is not work. Its not a job... its a video game. I cant stand how the devs and these players seem to forget that a video game is supposed to be enjoyable, and fun. Making us have to use Discord, or other social aspects to find players is difficult already, but to give players what they want by adding MM, and as punishment for not liking the original design concept for raid forming, they add a version of the raid with MM and you dont get the same rewards is not enjoyable, and quite petty. Nobody wants to simply run a mission... just to run it, and not get rewarded for it. Even with these changes... theyre STILL forcing players until the non-MM version of the raid.

Even with these changes, I still have no desire to run the raid. And probably never will because of this. Its really NOT that difficult. The devs are making it difficult and causing a dissension within the community. Just... add... MM. Just give those players the Option. Run the raid with MM, get the rewards. Run the raid without MM, get the rewards. Thats... balance. Whats the problem? This is all very unfortunate.

Some other players pointed it out, thankfully, but just to clarify a point the OP glossed over - the Matchmaking Raid is a lower difficulty and does not include the Exotic or Gear Set drops. It is not the same difficulty Raid but with Matchmaking and the loot ripped out.

As others have also pointed out, the Matchmaking Raid can provide a good field test for you and your team get accustomed, get acquainted, and get acclimated to each other and the content. From there it's the simple step up of moving on to the Normal Raid. Any group that falls apart in the Matchmaking Raid will likely not fare much better with the same group in the higher difficulty one.
