[2021] Warlords of new york dlc...ubistore country restrict...

First of all sorry for grammary and thx for reading this post..the issue is i m try everything but everthing to buy warlords of newyork dlc ubiconnect client,in game division 2 store,chrome,opera ubisoft store tr-en web store but aleay Opps sonethings wrong and more everything is ok about my credit card i can buy one click anything drom steam or psnstore with zero issue...contact with support 3 time xsolla says we didint get any payment ubisoft says xsolla didnt get we didint too but ubiconnect i have an recipt and says dlc active ingame got order number order date and how much i pay...m contact about this issue to my credit card company they r say "they have got country restriction mean blocking to pay any visa/mastercard proccess" so how did i have recipt mean invoice about dlc to m paid before mean dlc active in game so if country restriction how did u charge and how if u dnt i got order recipt in account ubiclient......
