[2022] The Division 2 Freezes and unfreezes with normal Framerate.

Desc:
Hello. I have Issue with The Division 2. When I play I get normal FPS ~60 but game freezes every 10 secs and unfreezes making it look like it framedrops but that's not the case. Enabling "Dx12 Renderer" in video settings fixes that but then my game crashes after some time and textures are not loading or loading slowly making me bump into objects that I do not even see etc.

My specs:
i5 \ 16GB Ram \ 1050ti

Solutions that I've tried already:
-Update Windows
-Update graphic drivers
-Lower graphic settings

Note:
My settings now are set to as low as possible.
