[2022] Not able to talk to so called Agent Kelso

After killing the last boss of manhunt, i was guided by pointer to talk with agent kelso ( desktop ) at white house but unfortunately theres is no "Press F" appear for me to press. So i ended restart the game and the pointer gone and im stucked at mission "Meet with Agent kelso". I also tried went to the manhole cover opposite castle settlement but no joy, nothing there. What should i do next? Please help.
