[2020] Coyote Mask and Crit Chance

I remember seeing a post and watching a YouTube video stating that the Coyote Mask subtracts any excess crit chance over 60% from you but can not find them. Can anyone verify that this does happen? I am only concerned about this for Raiding Iron Horse (since a lot of players have this mask on) and running in a group. If true, I will aim for 40 - 45% crit chance on my build. Thanks for the help.
