I have a lvl 40 Merciless. I noticed on my gun wall I was missing just the Ruthless.
I do not have a the Ruthless: Convert blueprint. Inaya does not sell it. I have relogged and have had the Merciless for some time anyway.
How do I get the Ruthless: Convert? If it matters my pre-order was for the Lullaby and do not have a level 1 Merciless/Ruthless.

Apologies for the delay!
The Ruthless is part of the Elite Agent Pack which was included with some editions of the game.
It's still available as part of the Ultimate Edition, however the Pack itself isn't available to purchase.
Much like the Lullaby, you'd need the Lvl. 1 Ruthless to be able to upgrade it fully and buy the Convert Blueprints in-game.
