After completing the Grand Washington Hotel mission, I went back to the settlement and spoke to Inaya, and two of the three available side mission people. I can't speak to Cameron Reed to get the third side mission. He seems to be too far away and for some reason, is standing on a chair that he occasionally glitches through.

Just logged in for the first time today, fast travelled from White House to Theater Settlement. Cameron Reed is now sitting in the chair he was glitching through and I was able to accept the side mission.
