[2022] A bug that allows entry into an administrative where the countdown encounters have not started

Normally, you can only enter the administration building when some kind of encounter has started and the door is open, but even when the door is closed, you can enter by jumping over the yellow barrel to the right of the door.

Although not many people exploit this bug, it is possible to open the black chest inside the administration building without fighting.
