[2020] Civic Center SHD Tech Utility Key bug

I just recently started the Warlords of NY dlc, and have been collecting SHD Tech around the map. One in particular in the Civic Center requires a utility key dropped by a heavy cleaner in order to open the door. I killed the cleaner, no key. Never disconnected/left/or anything. Just no key. I've tried countless more times to get him to drop the key, and nothing has worked.

Is there a way to fix this? Or some work around?
