[2019] ChatterBox Blueprint not dropping?

As title. I heard it's 100% sure drop. Just made two attempts, on challenge and story. No drop. Is it bugged or what?
Yes I have all 3 pieces.

I've seen some players suggest that joining a game with a friend or having a teammate open the chest can have good results if it isn't dropping.
