[2023] Tardigrade is not activating if user has armor regen

If the user has a certain level of armor regen and takes a fatal level of damage, the bonus armor from Tardigrade will not proc.

There seems to be a relationship between the user losing all armor, and the amount regained from regen that causes the game to determine they have not met the threshold for the bonus armor from Tardigrade.

Unbreakable does not seem to have this problem, which why it is not affected by this bug.

Repro 1:

1. Equip Tardigrade on a build with some level of regen. 1% or greater is easier to repro.
2. Take fatal damage.
3. View proc not taking effect.

Repro 2:

1. Equip Tardigrade on any build.
2. Join a group with at least one user with zero regen.
3. Allow group member to take fatal damage.
4. Group member should get bonus armor.
