I am having an issue where my login, either in Ubisoft app or Div 2 game, will not connect with Ubisoft Connect or Store so I can collect Premium Credits purchased through web store or make purchases.

I created a new account to test and it connects fine; when I log back into my account, the shop will not load and will not sync with my purchase.

I am sorry that you cannot connect with the store or Ubisoft Connect! Are you receiving any error message when you try to do so?

Since when do you have that problem?
