As stated in the following article, the intention to allow players who have missed either of the seasons (1, 3 and 4), is something that has been present throughout 2021, however whether there will be another possibility to earn all of the content is something that would be difficult to tell as it is not the information we have available at this moment in time, I'm afraid. Nevertheless I'm more than happy to forward this over as feedback/suggestion to consider, as it is seemingly something that has been also brought up by some other members of the community.
