I play on Playstation 5 and for the last 50-70 SHD levels, I've only received one apparel cache key. This is on top of spending real money to buy the last 8 levels on the Season 10 pass ( because of the season's early closure) so I wouldn't have to wait for the season to cycle back around for the rewards. I sent in a support ticket informing them, but they just told me to "watch the forums". So, taking money from players for Ubisoft's own mistake is not a big issue to them, but returning it for a problem that was on their side seems to be a problem.
