[2019] New random Hunter appearance

This morning I had a random Hunter spawn and before I knew it he had gone. I have collected all masks and keys and have not had a sighting for months so was very surprised by this. I was walking between THE SHOP and TIDAL BASIN and was looting the food resource area when my HUD started to disrupt. As soon as I started to look around the flash and smoke went off and he was gone. I managed to capture footage but can't actually make the Hunter out (very Big Foot, I know).

Anyone else had a sighting since assassinating all Hunters? I honestly didn't think there would possibly be more.
