Im running challenging with all directives active, when the xp is given im only getting the extra 125% (from all directives) from resource convoys, broadcasts, territory controls etc dont give the extra only what is stated. Also the fragile armor sometimes fails to reset when armor pack used, the only way to reset it is to die.
