I usually just read other peoples review and ideias but since none is getting anywhere with progress only complaining and asking nerfs and buffs, let me give my quick 2 cents about it and see if we get in a consensus

PvE

Regarding the difficulty i think its ok, not great not bad, but i'm actually not asking for nerfs, i'm in fact asking for a increase in difficult but in different mechanics let me give some examples since criticize without solution is easy:

enemy and boss, should be memorable and even in some cases unkillable (at that moment), we run thru a stronghold and in the end we just find out about a enemy and kill it, he is cited in the game like a important enemy and we never heard about it..there is no feeling in killing them aside from the loot, the main difference from one enemy to another is the color and huge hp bar, props to the hunter Ai team, it felt like a real fight the movement, the skill usage, so the enemies don't have SHD tech (which they do), why not have the famous rogue agents, become mercenaries and lead the factions armies, after you go rogue and you forsaken all that you stood for, i suppose you try to make money with your skills right?, make the enemy waves be endless till the boss die, if you kill all the adds and the boss is the last man standing, he has no chance of winning specially if is one of the "heavy" ones, the only heavy that you respect is the one with a flamethrower .. that guy needs to be placed in a close space... heavy need more movespeed...

LOOT

This game is lacking compelling reasons in doing stuff, we are just killing procedure generated enemies for procedure generated loot, the loot is super random, all values are random, brand, stats, type of stats, type of gear, type of mods, and i cant believe im citing diablo here but...as random as it was diablo loot and had the billion generated random loot, you could aspire to get that one NAMED legendary, we where after, there was a specific thing to go after for a build, i knew what i was after, just about getting the best roll on the gear simple, from all my play time, at least 60% is looking at gear trying to figure out a build, checking values, moving up and down, wishing i could remove a stats or trade...it would be amazing to have a NAMED item have fixed stats, but different values so you know what are you looking for, and be excited when drop, right now i bet 100% of players just run around looting all the gear, even sets with the same feeling of picking up bullets, in fact playing on challenge i'm running out of bullets sometimes, so picking up bullets is actually more exciting than yellow gear, exemple:

[ Theoretical gear ]

Vest

- Brand Overlord -

The Overlord Heart

Armor = 30k - 35k (make the difference smaller than it is now)

Weapon Damage = 9 - 15%

Bonus Armor = 10k - 15k

Bonus Health = 15k - 23k

Unbreakable

Hardened

so...that's ia crude exemple, but the chest will drop and always have those stats and talents, but the values will change, INCLUDING, the TALENT values, so this is my humble opinion, it's not perfect, and there is more things that i could have said, but this is it for now thank you for your time reading any response is appreciated

I appreciate you taking the time to write out all your thoughts, and I wanna hyper focus on this one part for a second. Leading up to The Division 2 there was a lot of discourse around Exotics being 'just another high end with some flavor text' and not really feeling special. Now in The Division 2, you've got the more recipe-based Exotics. How does it feel to work towards those Exotics - or named legendaries - vs. having them drop like gear in the standard loot pool?

Both have their merits, for sure. But which do you feel plays and fits into the game better?
