I haven't done actual "Imperical" pencil to paper leveling, but a few of us in discord have mentioned that leveling up weapons and gear since the Summit 10 patch of 16.1 have absolutely throttled gaining points. I took a new weapon and completed 4 SHD levels and that weapon has gone up roughly 1 level. I have done Control Points, Time Trials, Countdown on heroic a load of times and extracted successfully, blah blah.
I never used the Floor 10 method, so I can say without any doubt the open world method is busted. At least it is for me.
